Water Street, Block Island, 466-5911.The casual decor at this cafe across from the ferry dock welcomes wind-blown cyclists as easily as more serious diners. The menu reflects that philosophy: from Coors Light on tap to a Mondavi Fume Blanc, from potato skins or nachos to swordfish picatta or filet mignon with a wild mushroom sauce. A sampling of the requisite burgers and fish & chips ($6.95) proved the eatery's mettle. The Chicago burger ($4.50) is fat and juicy, and the beer batter on the fish is a winner. As is the deep-dish apple pie ($3.50).
